All three universities are well reputed for their Maritime/Admiralty Law.
If, for any reason, you decide to do your LLM in Maritime Law in the U.S., Tulane is unmistakably the place.
If you opt for the U.K., many more places are for you to choose from. Apart from Southampton and Swansea, you may like to have a look at Bristol and Nottingham.
Southampton seems to be more prestigious than Swansea as a university, but Swansea offers a greater variety of modules in Maritime Law and related specialisations, such Inrernational Trade and International Business Law. Moreover, as far as I know, Swansea is cheaper and the place is far more beautiful than Southampton. My personal choice is Swansea.
