None of Australian schools requests a recommendation letter as far as I recalled. 

Oh Another school in UK is Leeds, which does not require the letter.

This is a very interesting thread, but why are you looking purely for schools that do not require recommendation letters? This is one of the pre-requisite to enter into the school I am not sure about the programs that we could recommend to you. It also really helps the University academic admissions departments know what type of candidates they are looking at.
