You just need to search in between the universities to see who is offering LL.M-studies in that field. (try for example in this page under "LLM program search". And if there are many of those, just need to decide where to apply.

With scholarships I am unfortunately not familiar.

Most LL.M. students have completed a first law degree, and you'll have to look around for programs that will admit non-law graduates in reasonable numbers or, better yet, offer joint degree programs. There is some redundancy in the courses listed for LL.M. programs and non-law programs at some universities.
