Go through the uni website, you'l find enough information under the Scholarship tab.

Call the admin office or drop a mail. Edinburgh is usually very quick to respond.

No they will not. Universities dont waive their fees unless they expressly have it as a scholarship option. Simply asking will not do it.

Yes. If universities were to waive fees because a student asked, they would find themselves in a difficult situation. Universities already provide funding and aid in different forms.
