Hello there,
I would go for Vienna. I've been asked by another student from France whether or not to choose the Netherlands or Vienna, and will repeat my advice: check what the professors have to offer and what you need. Both, in Leiden and in Vienna the teaching faculty is excellent! (the Viennese program director Reinisch has become renowned worldwide as a law expert !) The Viennese classes are smaller than at other universities which you may appreciate and the public international law department offers lunchtime lectures with renowned lawyers too. Apart from the study trips, and other extra curricular events on a high Level, the students seem to be enjoying the capital of Austria very much. Don't forget that the OSCE's headquarters are in Vienna too and becoming very important. Vienna is a very interesting place, not just a University town but also for lawyers practicing public international law and working in international organizations and in diplomacy!
