Hey Rafael,

I'm not from Portugal, but I had two portuguese colleagues doing with me the LL.M. at Europa-Institut Saarbrücken last year. So at least I can tell you, they were participating and (as far as I can tell) enjoying it. I'm sorry for not being able to tell you about their motivation, but if you should have questions, I could try to reach them.
