Which distance or research LL.M programs are most similar to a degree mill, even though they actually arent a degree mill (no credit for life experience etc.)?

If you want a worthless piece of paper, go through a degree mill. It's super easy. If you want an actual LLM from a reputable organization, you will need to apply for it, and then work for it. There is no middle ground here.
