What is the best university in New Zealand for european law or public international law?

Auckland is top ranked university by quite a large margin according to the latest government report. Victoria (Wellington) markets itself as a public law specialist but in fact many of the best lecturers are elsewhere. Auckland has Treasa Dunworth and Kevin Heller and a bunch of other and is a nice place to study.
