Studies in NUS are somewhat intensive. Since you're doing the LLM, i presume you'll be taking electives - which range from 3 to 5 classroom hours per week. Its a semestral system, so exams come pretty fast. Some tutors prefer assignments and other exams. You will probably be in the same classes as those doing their LLB; depending on the batch and particular students, a significant number will be hardworking and so the class could be competitive in that sense. Singaporean teaching tends to be matter-heavy, so you should be prepared for lots of reading. Exams, though, tend to be open book.
Students should be generally helpful if you ask around, though they tend to be quiet in class (but this depends) and will perhaps not take as much initiative in introducing themselves. So you may need to take the first step.
Cost of living is ok - there is plenty of inexpensive food options at the hawker centres (a meal would be no more than Singapore 5 dollars). And school canteen food should probably be even less.
I don't know what sort of part time work you want to do - research assistanceships are probably available if you ask a tutor you like. You can probably pour over the newspapers' classified section to see what temp jobs are available. I don't know if citizenship is ever a problem since I'm Singaporean myself.
Hope this helps a bit. Just ask if there's anything else.
The tutors are generally warm and friendly as well - so don't be afraid to ask.
