The International Programs Committee is continuing its
deliberationson a number of completed files, including your own.
Does it mean that I am in the wait list?If it is,how can I let the school know my strong intention to study there to enhance my admission chance?

I guess you can call them up and ask them,what is that supposed to mean.Usually,they are helpful and answer questions on what that might say.And you can mention that you would like to know whether you are on a waiting list, cause that is your first option.Just ask them the same question you asked here,and see what you get from their answer.
