First off, that $5000 from BU might (emphasize "might") offset the difference in cost of living between Boston and Nashville.
Next, it really depends on your goals for an LLM. BU and Fordham offer big Northeast city experiences. Vandy is a terrific school in a great city, but Boston/NYC and Nashville are completely different worlds. Within the USA, Vandy has a reputation as an elite university, whereas BU and Fordham are merely good schools. If your goal is to return to your home country, and BU/Fordham have a more recognized reputation there, then you have your answer. As an American, I would pick Vandy every time.
