I don't know how to choose. I applied the banking law of BU. But, I didn't get enough TOEFL scores. So, the admissions office said I need to enroll in the Banking & Financial Law Program on a 3 semester basis. On the other hand, I think there is no special program in USC. It is just general. I know there are advantages and disadventages for each school. Please give me some advices.

Is banking law still your major concern?
if not, i recommend USC (general program).
