do you guys think that holding a llm degree from an university outside of US hinder the chances of being accepted into a llm program in a US university??

Nope. As long as its from a country outside the US. A lot of my classmates have LLM degrees e.g Brazil, India, Israel, UK. An existing US LLM degree makes it very difficult though.
