Northwestern.
First, it depends on what you want (field of law). I hear BU has a good program in Banking, Tax and U.S. Law.
Northwestern is one of the best schools in trial advocacy/litigation (better than Harvard, Columbia, Yale, etc.).
I also think that the professors are much better in Northwestern. Besides, you could take classes with Kellogg.
Location: Both cities are great! Boston is really beautiful/more intellectual environment, etc. But Chicago is also Amazing (so, based on location, there is not much difference... although in Boston bars close at 2 P.M. it sucks!!! hahaha).
