HI, I am not sure what kind of Law School you are looking for. There are less famous schools and not so well ranked that do not ask for reccomendation letters. New England School of Law is one of them. It is located in Boston and its tuition's cost is around $10000 less than the top 20. New England also have a LL.M. Program for international students. If you are interested in having an experience in a foreign country there are many easier and less competitive options.
I know some JD graduates from there that could find fair jobs in NGO's and Law Firms in the Boston area. I don't know anything about LL.M's. Just in Massachusetts there are many options, although I don't know if all of them have the LL.M Program and what kind of admissions procedures they have. You can visit the websites for TUFTS, Suffolk, University of Massachusetts, New England, Northeastern, Boston College, and, of course, there are also Harvard and B.U. in the same area.
