According to your experience, will an undergraduate with GPA 3.3 still stand the chance of getting an offer from harvard?

It depends.... 3.3 itself may not be enough, but if there are additional credentials, 3.3 could be fine.

In my opinion, it is really hard to assess your chances to be admitted. While it is certain that top universities can choose among very qualified candidates (with TOEFL scores substantially above the minimum), it is also true that, if you can offer them a unique background, and if they perceive that you can contribute to the course, they will not dismiss you right away.
