I have an admit from Georgetown University and University of Florida, Levin college of law for LLM in international taxation. Both are tied up at the second spot for tax. Which one should I choose?

They are there for different reasons. From what I understand GT is there more from a "practical, hands-on" perspective and UF is there because of more "theoretical".

Do a search for taxprofessor blog and he goes into more detail about the various tax programs in the US. I don't have the link directly to the the paper he helped write but here is his main blog. This is a great source of info for all things tax related in the US.
