Now I'm studying Master of laws (by research) in thailand. My gpax is 3.87. However, my gpax on LLB. is only 3.2.
IF i have toefl scores more than 600 , good statement of purpose ,and 6 months experiences as a lawyer , do i have an opportunity studying in top 10 LLM. in US?
Some told me that the uni. accept me or not depend on my gpax on llb. (they mean that good grades in llm. from my country can help nothing). By the way, others say that good llm. grades can help.
Does the uni accept me?

Did u graduate from TU or CU? Actually, there are many factors that the admission committe will consider. Moreover, it is different from each Law School. Nobody knows exactly what are those factors and how they evaluate (except the admission officer itself.)
Regarding to your question, I would say that you may have a chance for top 15 law school.
