Thinking about the future...

I wonder if someone could help me with a rather precocious doubt.
I'm heading towards Columbia next August and my native language is not english.
Just in case next year I should apply to a Ph.d. in law at Oxford or Cantab, am I eligible for an exception to language test requirements, given that Oxford states that they don't accept TOEFL scores?
Thank you

You'd be best to ask this question to the admissions officers when you apply. Perhaps though, ask "Will one year's successful post-graduate study in the USA be acceptable in lieu of a recognised English language test, such as IELTS?"
