I also will be studying an LLM in human rights law this september, and I am trying to decide between Essex and Nottingham regarding both the strength of the program and reputation. From what I understand, Essex may have a better HR program, but I think Nottingham has a better overall law program. any suggestions would be much appreciated!

Nottingham has a better overall reputation. Take a look at the world ranking table for Masters on this very website. It also has the benefit of having Campuses in China and Malaysia which probably assist in what insight it can offer to a prospective LLM student.
