Can an EU national (but not resident) apply for EU/UK nationals fee?

The thing is that I have Chilean nationality by ius solis and Italian nationality by ius sanguinis, and my residency is in Chile since mi birth, and I wish to take postgraduate studies in UK, and of course I don´t want to pay the full fee for international students.

Can anyone help me?

I was in the same situation that you're right now...

I live in Brazil (ius soli) but I've got a Portuguese passport (ius sanguinis) because my father was born in Portugal.

I'm sorry to say, but the EU fee doesn't apply to us... the UK uses the nationality and residency requirements jointly. Therefore you must be a EU national AND live in Europe for three years before the start of term... and the reason for your residency in Europe can't be for study purposes only.

To sum it up, you must have a life in Europe...

I tried talking my way around this, but UCL was very straightforward by saying that the UK council sets out very clear rules for this kind of situation... and I've read the rules... they're are as clear as they can get.

My fiancee (Italian - ius sanguinis) who's coming along with me to the UK (and who'll be studying at KCL) couldn't pull it off either...

I don't think you can avoid the overseas fees... sorry!

I have understood that you cannot. However, if you live there for one year, you possibly may have that option. I recommend you that you write to your prospect university to find out and also check the border agency website, because I realised that they are changing and adjusting the criterias for workers, students, etc because of immigration policies.

I asked the same question to several universities, and Nottingham and Glasgow University send me questionnaires to determine if I´m eligible or not to the EU national fee.
I will check the British borders agency for further information.
