Could you please share with me what's the procedure for deferral of conditional/unconditional offers made by UCL?

I hold a conditional offer (have to meet the English language requirement), but received it last Friday (a bit late for organizing all financial matters before September 2011).

Will greatly appreciate it, if you mention your experience and any helpful contact details of UCL staff.
