I am in final year of my Ba'llb(h) and I wish to apply for Msc in Criminology in Oxford next year(2018-19). I have decent CGPA 7.7/10.. which is about 71.3%. But I have a back paper because of medical reasons I was not able to appear for it. Can my strong CV compensate for it ?? And get me in Oxford ??

I am not sure that a CGPA of 7.7/10 is enough to get you into Oxford. Oxford as a university places great emphasis on academics and is looking out for the very best first class degrees with very good CGPAs.
