Great news, hope it's a good sign! Can I ask - are you a current Cambridge student? Just asking as the only person to post about moving to PAO stage in the LLM thread is a current Cambridge student and I'm wondering whether there is a pattern of people currently studying at Cambridge getting moved to PAO early.

yes, that means the degree committee has approved your application and now it's gone to the PAO for approval (this is just a formality) - so it's a great sign

Academic condition is to submit transcript of grades with indicated GPA. My previously submitted transcript did not indicate. I graduated a few years back. Other conditions are just administrative in nature.
