I guess they might take applications out of the pool at first glance if they already know they do not want to consider them, but this doesn't mean they cannot reject people later in the selection process.

2) you can have a look through forums and ask how many people I have helped/advised
3) earlier you made reference to an english language test...well if by 'pipo' you mean people; and by differed (disagreeing) you mean deferred (postponing something) then a language test would probably be useful
