Does this statement mean, that we(European students) will have to pay the international student fees for sure from the year 2021/22 on?

My hope was that we don't have to pay international fees.. Do you think, that the government will change their mind in the next two years?

After everything that's happened, I guess I'm never surprised about anything anymore, but for some reason I doubt it.
