I asked my referees to provide the reference letters for me. They asked how to address in the reference letter? Shall we say Dear Admissions Office? Or we can use some general term like to whom it may concern? Thanks.

If I were submitting letters, I would have them address the recipient directly, where possible, or "Dear [school] representative:" or something along those lines.
