TOEFL for Harvard

I got an overall score of 110 in the TOEFL, but unfortunately, I just got 23 in the speaking section. Harvard requires a minimum score of 25 in each subsection.

Do you think this will affect my application process?

Should I take the test again?

I am afraid that, if I take the test again, I may get a lower overall score.

The application page says that if you have a TOEFL score that's below the minimum, your application will be reviewed but "you will be at a significant disadvantage" compared to those candidates that have met the minimum requirements.

My guess is that this gives them some flexibility to admit candidates whose profiles are interesting to them in other aspects, besides English ability (if you overcame all odds after growing up in a refugee camp, or something like that, for instance.)

Some law schools - not sure if Harvard is one of them - will admit some candidates with lower-than-minimum TOEFL scores conditionally, on the basis that they take English classes after enrolling.
