I'm curious about doing an LLM but I don't have a lot of funding. Can anybody suggest some good countries where LLM scholarships are readily available, or where the total program fees and living expenses are not too expensive?

Depends on what you mean by 'budget' (how much can you afford), as well as your goals.
An LLM from some no-name school in Germany might not get you very far.
