Without passing any judgement as to which school's program is better, I would say that Penn's SJD is definitely more structured, larger and upcoming. Columbia used to have a good program but in recent years they have shifted emphasis away from it and now it is virtually non-existent. Whichever school you choose, keep in mind that, while in the SJD program, being a visiting scholar at some other school is very common, and so you can move around to other places you want to study (eg from Penn to Columbia); so for now you first need to make sure you get into an SJD program. Obviously, another important factor is the professor(s) you want to work with. Your committee is important!
