Anyway, my dear virtual friends, I still would like to know that steps I should be taking in order to prepare well my application, and apply for the schools on the fall of this year.

It seems that there is a school in NC that is still accepting applications, and one in Washington.

Would I still have time to try to apply? Any opinion?

Please, help me to understand this whole process. What are the first steps?

My analysis of your statements is that you do not know what you want, and i am saying that with all the kindness of the world. You do not just apply to any school just because it is the only school open.
You need to sit down, figure out your career plans and field of specialization and then choose the school that fits your plans. You do not choose any school and then hope it fits into your plans. I think you have a bit of soul-searching to do before you make a potentially dangerous decision.
But while you are it, you will need some of these docs to prepare:
1. A personal statement/essay depending on the preference of the school.
2. A CV
3. 2-3 recommendations.
4. TOEFL-if required.
5. All your academic documents certified.
6. Application fee.
