LLB with 3rd class, LLM with Merit what are my chances for PhD

hello,

I completed my LLB with 3rd class honors and went ahead with LLM and got a Merit. Both my degrees are from university of University of London external program.
What are my chances for getting into a decent university for phD?
Also should i repeat my LLB, if i want to get into a good university?
