Except for college of europe which are the best llm programmes concerning european law?

Logic would dictate they would be in Brussels but to be honest I have no clue which program is best

That really depends on which part of EU law you would like to focus on! EU law covers so much that you can't possible cram all of it into a 12-month programme so you'll have to decide what to focus on. If you want to study in Belgium and focus on the basics of EU law (i.e. how the institutions work, how EU law and national law realate etc.) I would suggest KU Leuven, which has a better reputation than either of the universities in Brussels.

There are several top programmes at Dutch universities that focus on EU law (all taught in English). Just do a search of programmes and you'll see.
