I am really interested in applying for an LLM in international law at Utrecht university. I saw online that the government there will give European students a loan if you are working 32 hours a month. My question is how easy is it to find a part time job in Utrecht if you only speak English?

Not very easy. There are jobs for English speakers in the NL, but you have to take in account that a lot of people apply for quite a small supply. Also, most of them involve a lot of hours every week, and you'll have your own studfies to take care of...
You'll have better luck trying to get a loan in your own country - or start learning Dutch now and do an intensive course in the summer.
