I would rank them in the following order:

1) Maastricht University
2) University of Cologne
3) University of Dusseldorf
4) University of Bonn

If you are looking for a University in Germany that is in Nordrhein-Westfalen and has a good reputation in law I'd rather go for Bielefeld or Bochum.
