I am not sure about Canada but there are a lot of opportunities for young African females in Europe. My grades are just a tad higher than yours but I managed to score a full scholarship for my masters program in Switzerland. I think it also stems down to what you want to pursue.

I am starting the MAS (LLM) in Humanitarian Law and Human Rights at the Geneva Academy of Humanitarian Law and Human Rights that is under the University of Geneva and the Graduate Institute. They offer 10 full scholarships and 10 tuition scholarship per year (in a class of 40). Also, the Swiss Government has study grants (only monthly stipend of about 2000 USD) per month to cover living costs. They however do not pay for your school fees.
As for public International Law, you can apply to University of Oslo- Norway, which has quota for students especially from Developing countries. University of Amsterdam also have the course covered by scholarship grants from Nuffic.

These are but a few options. Just enter the course you want in the search engine and see what you get.

Disclaimer: Although there are a lot of opportunities, the competition for them is fierce. But put in your all and something's bound to come up.
