As far as I am aware, universities will not accept essays that are edited by any other person (except yourself) so don't bother.

Well I think the entire point of essay editing is that it's an assistance which you do not disclose.
It's up to you whether you believe an additonal opinion is worth the financial investment and the "risk" of your PS looking obviously fake.

It's also worth pointing out the irony of wanting to do a graduate degree in law (serious stuff!) while at the same time being unable to write a 2000 word essay about yourself without help.

I might simply add that if you are not a native English-speaker, hiring an editor seems a very poor decision, as your essay may out-perform your actual English proficiency, as indicated by your TOEFL score.
And, if you are a native English-speaker, I am not sure what service a professional editor could offer you, which your 15-year old cousin could not. I disagree with Bender insofar as I don't think asking a family-member or professor to give you some general feedback on your essay violates any spirit of fair play in the admissions process. The personal statement is an essay about who you are as a person and as a law student, and asking those who know you well personally and as a student simply to say whether your own impression of yourself is the same impression others have, I don't think is out-of-bounds.
In either case, however, hiring a professional editor who does not know you well either as a person or as a student, who is unnecessary if you speak English fluently, and who has no role if you are not a native English-speaker (Shall this fearless professional intentionally introduce grammatical errors to your essay, simply to make it appear it was not edited?), would be a strange choice indeed.
