I would suggest looking at their course offerings to see which school has more classes on counter-terrorism law. I know that GWU has an LL.M. in National Security and U.S. Foreign Relations Law, so they have a number of classes that deal with counter-terrorism law. I also know that Georgetown has an LL.M. in National Security Law, so you might want to look into Georgetown, if you have not already. I believe Duke does not have an LL.M. specifically in that subject, so I would check how many classes they have in that area. If they do not have very many then that may help you make your decision. I would also suggest looking at who their faculty are that research in that area, how well known in the field the faculty are, and whether you are interested in what they research. Also, if you are interested in a job later in counter-terrorism, you may want to consider GWU or Georgetown over Duke because there will be more internships in D.C. dealing with counter-terrorism.
