Does anyone know whether the 2,000 words word limit include referencing (footnotes, endnotes, etc)?

You should contact the university to which you will submit the work (which I assume you are submitting with your application).

Many thanks for your reply. I was asking this in relation to the Oxford BCL. I have e-mail them a couple of days ago, but there has yet to be a reply.

And may somebody confirm with me that the BCL application only requires the submission of 1 written work?

Hi, thx for the confirmation. I've also got the reply for the footnote question which says:
"The written work can be 2000 words with or without references, the word limit is for guidance only. "
Have u submitted you application yet?
