How much is the scholarship at Cornell? If substantial - could be your best option.

Each law school has its own pros & cons. Unless you want to pursue a specific program, I advise you to grab the name (goodwill) and go to the Ivy school (I.e. Cornell).
Congratulations!)

P.s. My previous advice considers that Upenn hasn't offered you a scholarship. All else equal, I would choose Upenn, since there you can get a certificate from Wharton (while studying at LLM)

1/3 tuition waiver is generous. Would agree with the opinion above.

UVA appears to be a great place to study too - and its name (at least in the US) is at least as renowned as Cornell's... Is the scholarship there comparable to Cornell's?

The UVA Scholarship is the same. My only concern is that in EU the brand name isnt as powerful as an Ivy....
I will go to International law and arbitration

In your case I would attend UPenn, but if the difference between UPenn and the other schools is bigger that $10K-$15K I would attend any of the other schools.
Between the other schools (Cornell, UVA and USC) I personally do not like too much the program and the cost is insane (the full tuition comparing with other schools), UVA have a great program and USC is located in a big city and its network is one of the best, so my decision woul be between UVA and USC.
For me the only schools that worth to pay full tuition are the top 3... Yale, Harvard and Stanford.
