I think that the VU is better. It's located in the Zuidas, the business district of Amsterdam, full of prestigious law firms. The VU has a lot of good connections with these firms. As a result of that, most of the teachers and professors are well known. The VU building is not very impressive...

I have never seen any academic ranking that puts Vrije UA higher than Utrecht. I would not even pause to think before going with Utrecht.

Utrecht is recognized inside and outside of the Netherlands has a preeminent law school, especially in the area of international law. While the VU's reputation is improving, it is not nearly as well respected as Utrecht.
