I am still on the fence about accepting the offer. Has anyone applied for student housing?

Hello everyone!
I just graduated highschool and I plan to one day be a human rights lawyer.
My plan is to study law in germany and have a masters in human rights either in the Uk or Switzerland.
But I have a serious doubt. Is it possible to study bachleors of law in a country and then have a masters in another and work in either of those countries?
Is my plan realistic?
