Hi,
with regard to German Universities, I'm afraid that's almost impossible.
The only LL.M. in Criminal Law I can think of is the LL.M. in Law relating to Business Offences offered by the University of Osnabrück, and this program is taught in German.
Cannot speak of Austrian Universities though.
Kind regards

"The one-year program is housed in the South African-German Centre for Development Research and Criminal Justice established at the University of the Western Cape, South Africa"
LLM in a German university? I don't think so....
(Yes, technically a German university will (jointly) award the degree and some lecturers will come from Humboldt - however...)
Bye

I agree that location-wise the "German" part is rather limited:
"During the mid-year vacation in June/July, the students travel to Germany for a two-week summer school at the Humboldt University of Berlin."

Some tips from me, as I'm currently doing my Master's Degree in Journalism there:
- Try to get a scholarship if you haven't already done so. It's not that hard to get one if you're going to study for a higher degree like Master's or PHD. But Bachelor's is fine too, it's just that there can be more people who apply for this.
- I've heard that it is easier to get accepted if you're into the heavy fields like Engineering and exact sciences because there is high demand, but don't worry as it shouldn't be that hard if you're studying something else like Economy, Psychology or something like that.
- I'm studying Journalism and everything is going perfectly.
So other than getting a scholarship and applying directly, you also try the Student Exchange programs, which are quite good. If this is the case, I recommend this website, it's also in English http://www.daad.de/deutschland/en/
You should try and get more information at the German Embassy. They will tell you what is required more specifically.
I was asked for:
- Personal documents(the passport, birth certificate...etc).
- The scholarship proof, also they may ask for the phone number of the university you applied to.
- Proof of the travel ticket for Germany, you can try online travel agencies they are more cheaper
- Health Insurance for 6 months, which can easily be payed online. A cheap one I used is http://www.mawista.com , you apply online for the student insurance and get the confirmation letter because that is needed at the embassy. Their coverage is pretty well too for the price.
This is pretty much all I can think of right now. If you need more help please tell.
All the best
