How particular are the universities for LLM studies with regards to their language proficiency requirement? Do they accept scores lesser than their minimum requirement?
Well I think as long as your credidentials are good enough the Toefl is not a big deal.
There are only few schools which persist on the required score.

It depends on the school and on how far you are from their minimum requirements.
Some schools, such as Chicago, don't consider at all applicants who do not fulfill the minimum language requirements. Most of them, however, accept applicants who are not very far from the minimum scores and have good credentials.
