Yes, they send acceptances, rejections and waitlistings in both of the waves.

I think it´s pretty obvios at this point guys. Those who have a blank status are those who will be accepted, whereas those whose statuses read as "Decision Rendered" are going to be either rejected or waitlisted.

Stems from the 'blank indicating acceptance' theory, which I have never seen for Penn before but who knows at this point.
