Hi! It isn't. I was accepted on mid January and still haven't had any news on it. Anyway, Dean Polo told us that they would communicate scholarships decisions before April.

It was 1:15 P.M. N.Y. time, I'm based in France.
The email expressly stated "regrettably, due to our limited financial resources, we are unable to offer you financial assistance". Therefore the financial aid decision came along with the admission decision, at least for me.

No. I don't think the time of your application matters much. Provided it was marked as complete, you are fine. They evaluate applications randomly and will continue to do so until April. There is still ample time. It is, however, taking long tbh.

Rolling admissions means that we evaluate applications randomly; the date you submitted your application often has no bearing on when you will receive a decision. Some candidates will have a decision in early January, others in early April. Since you have not yet received a decision, it most likely means that the Committee simply has not yet reviewed your application (so you should not worry!). We strive to give every candidate an answer by early April.
