Hi bahar, I think there a many good universities in the UK. It realls depends whether you prefer a big city (London) or smaller student towns (Cambridge, Oxford, Edinburgh, Durham, Nottingham...). However, if you want to start this year you need to apply really quick, some deadlines may have expired already. The application procedures can be gathered from the unis websites, but generally you will need to send a CV, two reference letters by professors, transcript of your exams, and the application form the uni will send you. You can use the "request information" button to get the appliction information from each university.
With respect to your last question: The offers of the university are usually not binding, so you may decline to go there. Most people apply to seeral universties and only chose after they receive the offers.

I just wanted to add that some deadlines may be around end of may or june, so there would still be some time, but the advice of Russ is good - don't wait, apply...
Look at websites, find some some university rankings (http://www.llm-guide.com/law-school-rankings), decide which programme you would like to do.
There are many universities where you can apply online (which I did), that saves you the time of one postal way (if you asked the university to send you the application forms); even if you can't apply online, normally you can download the forms. Most important (end most time intensive) might be the letter of recommendations, most universties have a different format, so there is a lot of work for your professors; the transcripts of your grades may as well take some time, but that depends on your system.

Official deadlines in the UK do not end as early as in the US. But I know that some of the most popular programmes will usually not accept new students in February or March as they already have enough candidates with excellent grades. For overseas students who pay full fees this may be different though...
