Bit optimistic to assume you'll hear something by February at the latest. Their 'top' candidates will often receive their offers a bit earlier than the rest, which would be around mid Feb (in which case they might move to PAO on their portal as early as the beginning of February). The majority won't move to PAO until the beginning of March or so, with conditional offers arriving around mid-March. Everything is of course subject to the various delays that are not too uncommon due to periods of industrial action that I would expect to still take place next year.
As a comment to the 'under review by department' status: The move from 'submitted' to 'under review' really is as insignificant as it can ever get. It has absolutely no bearing on how early you will receive an offer. People can move straight from 'submitted' to 'conditional offer made' for that matter, if someone forgot to update your status in the system.
I think most with the self dicipline to do so find it much easier on their 'applicant anxiety' to distance themselves from the portal and not check it until March or so. Then the application process won't consume your life, as it has done for so many. All communication (offer made, whether the uni needs additional information, etc) will be sent to your email anyway, so in practice you never ever need to enter that application portal again once the application has been submitted. Even the registration portal once an offer is made is a different one which you can *only* access through email instructions. That info is not provided on the applicant portal, making it quite useless after submission.
