Northwestern Pritzker- LLM IHR financial aid application

I have received an admit for the LLM IHR program (Fall, 2019) from Northwestern Pritzker and I was initially informed by mail that I need not submit any further documents to be considered for scholarship. However, in the decision letter, there was a link to LLM IHR financial aid application wherein, it mentioned Fellowship for IHR students. I was initially confused as to whether scholarship and fellowships were mutually exclusive or interchangeably used, but I received confirmation from the office that I need to fill it out for 'scholarship determination' . They also said that these decisions shall be informed after March 1.
Now, they have asked the candidate to give an estimate in dollars, as to how much we can finance towards undertaking the graduate studies. The columns mentioned are from your personal income/assets, family, spouse, employer, government and other sources.
It is my circumstance that I have very limited funding available and with the support of my parents this shall cover hardly 30% of the estimated cost. The rest, I'll have to take up as an education loan keeping in mind scholarship amount received, if any.
Therefore, my query is this- should I indicate the amount of loan which I am willing to take in the financial aid application or should I only tell about the available funds in hand?
They have further mentioned that documents would be required to verify any statement made in the application. This would be difficult because I'm yet to apply for any determinate loan amount and I cannot supply any info before March.
Will showing that I have little funds in support of this LLM, adversely affect the decision made to my application?

Any advice would greatly be appreciated! Kindly excuse if I sound ignorant in any aspect. Thank you in advance!

You already got you spot in the program, don't worry about it! Give the full amount you need - all they can do is offer you less. Don't count in any loans you have to take! You will have to show them that you have sufficient funding for the Visa, that's when you have to have the loans ready. Just clearly state the total amount you need from them now! Good luck!
