admission into a doctoral program in law

I have a Master's in International Affairs and an LL.B. (both from Canadian universities). I have been told that I should apply directly into a doctoral program for further law school education, instead of applying into LL.M. programs. Is that possible, or is it only by first applying to an LL.M. program that you can then hope to get admission into an SJD/JSD program? If it is possible, which schools allow for application directly into an SJD/JSD program?

Information and/or opinions are much appreciated. Thank you!

there are no schools in USA that wanna admit for SJD/JSD BA (or JDs)

most if school require you to have LLM from the same school in order to apply for doctorate
